Standard for Providing Executive Protection 
PUBLIC REVIEW AND COMMENT

The public review and comment process is not merely a procedural step; it is one of the most vital stages in developing any American National Standards Institute (ANSI) Standard.

This process ensures that the standard is built on a foundation of consensus, transparency, and technical rigor. By soliciting and incorporating feedback from every corner of the industry including practitioners, consumers, academics, regulators, and other interested parties the process achieves several indispensable goals:

  1. Validation and Consensus: It demonstrates that the standard reflects a broad national consensus by allowing all impacted stakeholders to scrutinize the document, voice objections, and propose necessary revisions. Without this, a standard cannot be approved by ANSI.

  2. Technical Integrity: Public review functions as a mandatory peer review mechanism, identifying technical errors, ambiguities, or unintended omissions that the Working Group and Technical Committee may have overlooked. This scrutiny validates that the document is technically sound and fit for real-world application.

  3. Market Relevance: It confirms that the standard is relevant and non-exclusionary, ensuring the final document serves the needs of the entire market rather than favoring a single company, product, or viewpoint.

The public review and comment time period is the moment the draft standard is tested against the collective knowledge of the industry. It is one of the final steps in the development process that transforms a working document into an official, credible, and widely accepted ANSI Standard.

Procedures

Proposals for new Standards shall be transmitted to ANSI for listing in the ANSI Standards Action (BSR-8) for comment. The BEPP BoDs shall determine whether the listing of proposed standards actions shall be submitted before, during, or after each consensus body ballot and whether announcement in other suitable media is appropriate. The Technical Committee shall consider all comments that are received. The commenter shall then be notified of the Committee's decision/response and reasons, therefore in accordance with Section 8.8 to comply with the ANSI Essential Requirements and within sixty (60) business days of the commenter's submission.

Public Comments will be divided into three categories, General, Technical, and Editorial.

General Comments 

  1. Scope: These are broad observations about the document as a whole. They might address overall impressions, the document's purpose, target audience suitability, general readability, or a high-level assessment of its strengths and weaknesses.

  2. Focus: They don't typically dive into specific errors or detailed suggestions for changes. Instead, they provide overarching feedback that can guide larger revisions or confirm the document is on the right track.

 

Technical Comments

  1. Scope: These comments focus on the accuracy, completeness, and validity of the factual, scientific, or specialized information presented in the document. They come from subject matter experts (SMEs) who can verify the correctness of the content.

  2. Focus: They address issues related to data, calculations, procedures, methodologies, specific terminology, compliance with industry standards, regulations, or established protocols. They ensure that the technical information is sound and reliable.

 

Editorial Comments

  1. Scope: These comments pertain to the clarity, conciseness, grammar, spelling, punctuation, style, formatting, consistency, and overall presentation of the document. They aim to improve the document's readability and professional appearance.

  2. Focus: They address the "how" of the writing, rather than the "what" (technical content). This includes sentence structure, word choice, tone, adherence to style guides (e.g., APA, Chicago, internal company style), consistency in headings, numbering, and visual elements.

 

Following the BEPP Procedures and adhering to the ANSI mandate to communicate directly with all parties who submitted comments: public comments will only be reviewed by the Technical Committee if they are submitted by the due date and fully completed, including the commenter's name, current contact email address, page and line numbers, comments, and proposed changes.  Extensions may be approved on a case-by-case basis, at the BoD’s discretion.

Participate in the Public Review and Comment Period

ANSI Public Review and Comment Start Date:  12/05/2025

ANSI Public Review and Comment Close Date: 02/03/2026 5pm PST

​All public comments must be received no later than 5pm PST on the Public Review and Comment Close Date.

​

Participation Requirements 

  1. To participate, materially interested parties must sign up and provide the required information on the BEPP/EPS 202x Public Review and Comment Participation Form​

  2. Once the interested party's information is received within 24 hours a link will be provided via email to access and view the proposed standard.​​

  3. Emails will be sent from a variety of sources to include standards@ep-board.org and Papermark please check your spam folder if you do not receive a link.

  4. Access the BEPP/EPS 202x will require a 2-step verification.

  5. Printing, copying, or saving the BEPP/EPS 202X is prohibited unless prior written permission has been granted by the BEPP.

  6. All comments must be entered on the provided BEPP EPS Public Comment Form in accordance with the public comment procedures and before or on the comment close date.

Comment Submission Process

  1. Save all comments on the provided BEPP EPS Public Comment Form.

  2. To ensure your comments are processed properly, please title your BEPP EPS Public Comment Form file using your full name (e.g., John Smith Comment Form). Files submitted with incorrect or missing naming conventions may be excluded from consideration.

  3. All comments should be submitted at one time. Please avoid sending multiple email submissions.

  4. Prior to the comment close period ending, submit your properly named BEPP/ EPS Public Comment Form to standards@ep-board.org

  5. All submitted comments will receive an acknowledgment email. If you submit a comment and do not receive an acknowledgment email within 24-hours of submission please email standards@ep-board.org. 

  6. All comments received will be reviewed by the BEPP/EPS 202X Technical Committee.

  7. Comments received will either be accepted, accepted with modification, or rejected.

  8. Accepted comments may be added to the current proposed standard or saved for the next review and update of the approved standard.

  9. Interested parties who submit comments will be notified of the Technical Committee's decision and disposition of the submitted comments.

  10. If an interested party disagrees with the Technical Committee’s decision on their comment(s), they may file an appeal by emailing standards@ep-board.org and stating the reason for the appeal. Appeals must be submitted within 48 hours of receiving the notification of the committee’s decision.

Review Considerations

Specialized Topics

This proposed standard touches on several topics that are already covered by dedicated standards or well-documented best practices. During development, we decided it was important to provide context on these subjects without attempting to redefine or replace existing protocols.

 

For example, while Technical Surveillance Countermeasures (TSCM) and Cyber Security are important aspects of Executive Protection, their existing standards and best practices are properly defined by their specific subject matter experts. This document is designed to reference, not rewrite, those established areas.

Scope of Review

We value the feedback on all parts of the proposed standard. However, please note the scope of review: certain areas are not mandatory compliance sections. These sections contain information that is not part of the American National Standard (ANS) and will not be processed in accordance with ANSI’s requirements for an ANS. As such, these sections may contain material that has not been subjected to public review or a consensus process.  In addition, it does not contain requirements necessary for conformance to the Standard.  Instead, they provide additional information to the reader as best-practice recommendations only.
