Requirements with Guidance for Executive Protection Training Providers

​PURPOSE:

The creation of this proposed national standard is crucial for establishing integrity and uniformity in the executive protection (EP) training sector. Currently, the quality and content of instruction vary significantly, exposing the  individual executive protection practitioner, corporations and high-net-worth individuals to unnecessary liability and inconsistent protective quality. This standard is designed to address that gap by giving all EP training providers a clear, consistent format to follow, defining what constitutes competent and legally defensible instruction. 

​By implementing a set of verifiable criteria, the standard ensures that security professionals, regardless of their training provider, receive the same quality of instruction, foundation of validated knowledge and proven techniques. Furthermore, because this is a proposed ANSI-approved standard, it ensures the criteria were developed through a rigorous, consensus-driven process that balances the needs of trainers, regulators, and the clients who employ the protection personnel.

 

Ultimately, the standard achieves two critical long-term goals: first, it ensures safer, more predictable outcomes for Protectees by raising the baseline competence of all trained personnel; and second, it dramatically boosts the credibility and professionalism of the entire executive protection industry, allowing senior security managers to confidently procure training that meets a nationally recognized benchmark.

Procedures

All American National Standards (ANS) approved by the American National Standards Institute (ANSI) must strictly adhere to a rigorous, established process to ensure their legitimacy, impartiality, and effectiveness. This adherence is critical because the ANS designation signifies that the standard was developed in an environment where consensus was reached among all directly and materially affected stakeholders. By mandating steps like public review, open comment periods, and balanced committee representation, the process prevents any single interest group from dominating the final requirements. This methodical approach guarantees that the resulting standard is technically sound, broadly applicable, and widely accepted across the industry it governs, making it a reliable benchmark for best practices and compliance.

The BEPP Standard Development Process complies with all ANSI requirements. It proceeds in the following manner:​​​

 

Phase 1

  1. Applications are accepted for those who wish to participate in the process.  That application can be found at: EP Training Providers Standard Committee Application

  2. The BEPP BoD will develop the framework for the working document (WD) which will be put forward to ANSI for future approval as the ANS.

  3. Respondents will be reviewed and based on their individual application the BEPP Board of Directors (BoD) will assign respondents to either the Working Group (WG) or Technical Committee (TC).

Phase 2

  1. The Working Group will be provided with the WD for no less than 60 days to review and make their comments and recommendations.

  2. The WG members will submit their comments using the provided spreadsheet EP Training Standard Comment Form to the BEPP no later then the stated due date.

  3.  The BEPP will add the WG comments to the WD.

  4. The WD will then be provided to the TC for no less than 60 days to review and make their comments and recommendations.

  5. IF there are significant changes and/or the TC votes to send the WD back to the WG the BEPP will do so and steps 1-4 will be repeated

  6. Once all WG comments and recommendations are complete the TC will review the entire document via weekly virtual meetings.

Phase 3

  1. Upon the completion of the TC review the completed WD will be prepared for public review and comment.  

  2. The public review and comment period will be for no less than 60 days.

  3. All public comments will be reviewed by the TC and either accepted, accepted with modification, rejected or saved for the next standard update.

  4. All public commenters will be notified of receipt of their public comment(s) and the TC's decision regarding the comment(s).

Phase 4

  1. Upon all public comments being addressed the TC will receive the entire WD for their review.

  2. During the TC review period of no less than 30 days each TC member will vote to accept or reject the WD as the proposed industry standard.

Phase 5

  1. The BEPP provides all evidence and documentation to ANSI for their review and approval

Petitioners Participation Requirements and Considerations

  1. To be considered for participation petitioners must complete the online application: EP Training Providers Standard Committee Application

  2. Petitioners must submit a current resume/cv to standards@ep-board.org

  3. Petitioners must have access to BaseCamp which is used for document/information sharing and scheduling. The BEPP will provide all those on the Working Group and Technical Committee access at no charge.  DO NOT pay for a subscription.

  4. Those petitioners convicted of or pending any criminal charges to include felonies or certain misdemeanors may be excluded from consideration. â€‹

Recommendations and Comment Submission Process

  1. All recommendations and comments must be submitted using the provided EP Training Standard Comment Form to the BEPP no later than the stated due date.

  2. All comments received will be reviewed by the Technical Committee.

  3. Comments received will either be accepted, accepted with modification, or rejected.

  4. Accepted comments may be added to the current proposed standard or saved for the next review and update of the approved standard.
